　　Brief specification description or basic overview of the project: This project plans to purchase 20 8-meter-high first-class pure electric buses. The products of this project have not been demonstrated for import, and the whole imported products are not accepted. Subcontracting and subcontracting are not allowed in this project. (For details, please refer to "Chapter II Project Procurement Requirements")

　　合同履约期限：自合同签订之日起至2025年10月15日前完成车辆交付，通过招标人验收，并协助招标人完成车辆上牌。

　　The Contract Period: From the date of signing the contract to October 15, 2025, the vehicle will be delivered, passed the acceptance of the tenderer, and assist the tenderer to complete the vehicle registration.

　　二、申请人的资格要求

　　2. Qualification Requirements for Bidder

　　(a)满足《中华人民共和国政府采购法》第二十二条规定;

　　(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

　　(b)落实政府采购政策需满足的资格要求：本项目面向大、中、小、微型企业，事业法人、其他组织或自然人采购等各类投标人采购。

　　(b)Qualification requirements to be met to implement government procurement policies: This project is open to all kinds of bidders, such as large, medium, small and micro enterprises, enterprises as legal persons, other organizations or natural persons.

　　(c)本项目的特定资格要求：3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。

　　3.2本项目不允许联合体投标。

　　3.3未被列入《信用中国网站》(www.creditchina.gov.cn)失信被执行人名单、重大税收违法失信主体和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单。

　　3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。

　　3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

　　3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采〔2024〕12号)第17条规定的供应商，不得参加本项目的采购活动。

　　(i)符合《中华人民共和国政府采购法》第二十二条的规定;

　　(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

　　(ii)未被“信用中国”(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

　　(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
